Beta C magazine for AR-15

I have a couple of questions for anyone who might know about these magazines.

How can you tell for sure if a Beta C is pre-pan or built after 1994? Is there a place on the web where I can research the markings on one of these mags.

Also, from the pictures I have seen (of the one I may purchase), they come with dummy/blank round adaptors or that's what they look like to me. I know they have bullet shaped followers inside of them also. But in the pictures provided there seem to be some free rounds laying nearby.

I have the opportunity to buy one fo these, and would like to make sure I am not buying something that is illegal, or isn't being promoted as what it really is.
 
Well, if ARFCOM ever comes back up, theres a posting tacked to the top of their magazine section that specifically addresses the difference between the pre and post ban mags.

The easiest way is to get the serial numbers off each drum and call Beta. They've said they will tell anyone who calls the status of a serial number.
 
The post-ban Beta C mags I've seen have "LE/Military only" molded into the rear drum cover on one side. I've also seen replacement drum covers sold side by side for $50.
