Blackjacks and Saps legal to collect?
Are there Federal laws or state laws against owning them. Are they collectable ?

ah the ever popular slungshot. there are various laws in PA that mention slungshots (not slingshots they mean blackjacks).

they not to be carried here. can be owned oddly enough. but our LTC is a licence to carry firearms. not knives etc.

no idea of federal laws.

I know they are banned in MA.

I've never heard of any Federal law banning them.

Check on your state's laws. If they are banned, then you are done. If you find no mention of them, then you'll have to figure out the Fed law as it pertains to them.

Depends where you are. Here in Portland, if I walk out onto the street with a sap sticking out of my pocket, a switchblade on my belt and an old-fashioned maritime slungshot as a hatband I can wave at the police. They'll wave back. If I drive ten minutes North to Vancouver I'll have committed several felonies.

Borders Book stores carries them, except they call them "page holders."

In Florida, our concealed weapon license allows the carry of ANY weapon which one can conceal and carry. That includes sword cains, switch blades, saps and blackjacks.

THey arent covered under federal law as far as I know. Some states make specific exceptions for displays or for the purposes of martial arts training. On the other hand I dont think many states ban their ownership, just the carrying of such things.
