Bullets: Hardcast Vs. FMJ

Hello folks

My understanding is that many hunters use hardcast bullets for big and dangerous game because you need very good penetration to reach the vitals.
Harcast bullets, by definition, do not expand.
So what is the differences, for example, against a grizzly between a hardcast flat note and a FMJ flat nose??
I always heard that FMJ are a big NO-NO for hunting but hardcast bullets are the right choice for dangerous animals.
Why is so if, in theory, the two types of bullets behave similarly?? (max penetration and no expansion)
