Next Wednesday, March 25, the Assembly Public Safety Committee will consider legislation that would require gun owners to obtain a permit-to-purchase before buying handgun ammunition.

Introduced by State Assembly Member Kevin De Leon (D-45), Assembly Bill 2062 puts ammunition sales in the crosshairs. AB2062 would require that law-abiding gun owners obtain a permit to buy handgun ammunition and would impose severe restrictions on the private transfers of handgun ammunition. Applicants for a permit-to-purchase would be required to submit to a background check, pay a $35 fee, and wait as long as 30 days to receive the permit.



Under AB2062, it would be unlawful to privately transfer more than 50 rounds of ammunition per month, even between family and friends, unless you are registered as a handgun ammunition vendor in the Department of Justices database. Ammunition retailers would have to be licensed and store ammunition in such a manner that it would be inaccessible to purchasers. The bill would also require vendors to keep a record of the transaction including the ammunition buyers name, drivers license, the quantity, caliber and type of ammunition purchased, and right thumbprint, which would be submitted to the Department of Justice or the number of his handgun ammunition purchase permit. Vendors would be required to contact the purchase permit database, to verify the validity of a permit before completing a sale. All ammunition sales in the State of California would be subject to a $3 per transaction tax. Lastly, mail order ammunition sales would be prohibited. Any violator of AB2062 would be subject to civil fines.

No no no its to stop the gang members...considering that California has 3 cities in the I think the top 10 of the top 15 cities with the highest crime.

We need all shooters to call the posted numbers and even the governors office since he will have to sign it...honestly I am not sure how much good its going to do us but I do not plan on losing without fighting. So lets get on those phones and emails.
 
Its more then just hand gun ammo they are going after here folks... its all metalic ammo... Since every almost every chambering has a hand gun made for that chambering... it could( and will be) be "streched" at some point in the future, To all caliburs chambered in hand guns.
 
I'm not talking about TCs there are bolt action hang guns that are chambered in every popular hunting calibur... Thats why I said it could be streched in the future.

This same legislator proposed the same legislation last year and it went nowhere.

After Heller is decided in the end of June and teh SCOUTS says that the 2A is an "Individual Right", "that can be reasonably restricted."

I don't think that ammo cards and registration will be considered "reasonable restrictions", and It probably violates interstate commerce.

I'll write, I'll call, It will again get shot down and I'd bet a box of .45 he proposes it again next year.
 
DeLeon sponsored similar legislation last year that would have made displaying and handling ammunition in gun and sporting goods shops illegal except by registered personnel. The idea was to classify ammo as dangerous explosives.

Dear Representative DeLeon:

I am extremely sorry to see that you have continued the Democrat’s assault on law abiding, responsible gun owners in this state with AB362 (this year's bill es AB. 2062} As usual, this bill and many others like it originating in our Assembly will do nothing to prevent crime. It will only drive up the cost of recreational shooting.

As a native Californian, responsible citizen, and recreational shooter, I’m tired of being picked on by legislators who should be targeting real criminals rather than law abiding, tax- paying gun owners. It has always been my understanding that responsible legislation enhances freedom. Recent legislation has done just the opposite by making current benign activity into new criminal behavior. This does not seem to be the action of a legislature that is friendly to its constituents.

Although I don’t live in your district, until I see responsible restraint from elected officials I see no other course of action than to contribute as heavily as possible to your opposition when you are next up for re-election in 2008. I hope to convince many other affected voting gun owners both in and out of the state of California to do so as well.

I just checked and found out that DeLeon won with 82% of the vote. He's probably sponsoring these bills because he's immune to attempts to unseat him. I'm still going to contribute to the Republican opposition.

P.S. With .45 ammo in gun stores around my area going for $21/bx of 50; .40 at $16-18; and 9mm at $11-14 this legislation may be un-necessary. I just saw Federal .308 Gold Medal Match going for $30 per bx. of 20 = $1.50/cartridge!! For .308!
