Is anyone aware of any CA code sections that address an LEO buying an "unsafe" handgun and then selling it to a regular Joe citizen?

I would think the officer would want to be extremely careful about who he does this for since he is essentially helping Joe Citizen to avoid a California law. He would be very foolish to buy the handgun on department letterhead signed by his commanding officer saying he can take immediate delivery and then turn around and sell it right away to Joe Citizen. He would be also very foolish if he does this frequently and for several different Joe Citizens.

Other than that, I see nothing wrong with a California peace officer selling his "unsafe" handguns to regular Joe Citizen as long as the transaction is consummated by a FFL holder.
