Cartridge reassembly tool ?

Hello, Illinois is considering an ammunition registration law. I am attempting to show the elected officials how easy it would be to defeat said proposal.
In order to do that I am requestion assistance.

I am not a reloader (Yet) so bear with my ignorance.

I am looking for a hand held device that could be used to reassemble a cartridge after disassembling the cartridge with a kinetic bullet puller to deface the numbering on the inside of the brass.

I do not care how practical such a device would be in terms of accuracy, speed of reassembly, or mechanical effort needed it is only for a demo on how easy it would be to bypass this law (and since I do not want to end up in jail I will NOT have any ammo on me when I go to the capitol builiding).

I asked at local gunshop and was told Lee used to make such a device. Does anyone know more info on this item or any other way to reassemble using a hand held device?

Yes I know a bench mounted reloading press would be a lot better for this. My hope/plan is to walk into a legislaters office and pull these 2 items from my suit pockets and explain how this would by pass the proposed law. A picture of a reloading press would not IMHO carry the same weight.

It's called a "Lee Loader" and they still make them. (You an order from Midwayusa)

The second tool you need is a kinetic bullet puller . .looks like a hammer. It'll cost you $5-$10.

Ya might want to call ahead and get clearance before you try that. Walking into a legislator's office with live ammunition could provide you with the chance to talk at great length with many interesting, unfriendly people.

While you're there, you might as well mention that there are firearms designed hundreds of years ago that use "caseless" ammunition ( Muzzle loaders and percussion revolvers ), and that those same weapons are still around today, and just as effective as they ever were.

I agree with Robert Garner. Why on God's Green Earth would you want to give them more information than they already have? By showing ways to defeat the rules, will only make it more difficult to those of us who are already reloading.
Personally, I think they are biting off more than they can chew, with such nonsense type proposals. There will always be those who want to re-load their own shells, myself included. With the present thinking, it may come down to where I will cease to purchase factory ammunition and rely totally on re-loads.
 
Sounds like what you want is something like the Lyman 310, a type of tool which has been around since the late 19th century:

Could you not be running the risk (among others) of planting a seed about controls on reloading though?

I'm not beatin up on ya but I have to agree with the others, it's probably not a good idea to stir the pot right now. Follow the money on all the States considering the ammo engraving, the fingers all point right back to one company selling their technology. If you contact your officials it would be better to blow the whistle on the company trying to make a fast buck on this unworkable program.

Oh, they're already well aware of reloading. It's on their agenda, along with home bullet casting. Ever wonder why all the hoopla over the horrible, awful, deadly hazards of environmental lead? Heeeeeres's yer sign.
 
I don't think you should let current anti-gun legislation pass on the off-chance that protesting might induce future anti-gun legislation. Get clearance from the people in charge to bring a single live round into the building with no weapon to fire it, and give them your demo. Any sensible person will leave that demo knowing how stupid ammo serialization is.
 
Educating legislators is always a good idea. You and I don't want to live in a world legislated by the uneducated.

However, don't do it alone. You are neither articulate, strong, influential, nor convincing. Work with local organizations and clubs to educate your legislators, making it clear that the organization represents large numbers of voters and other constituents.

If you prepare a demonstration, do it on your own turf. Invite the legislator to a nice gun club, where an EXPERIENCED reloader demonstrates the technique. Being inexperienced, you'll probably screw it up badly and spill powder all over the legislator's carpet. Or set off a primer. Or cut your finger and bleed on his upholstery. You'll wind up being a bad ambassador for the rest of us.

Best of luck. Get organized and be more effective.

Show'm how to reload, and they'll just put a "reloading clause" in the new law if it passes.

I think it's a very bad idea to show them anything related to defacing the markings with "commonly available" reloading equipment!

The Lee Hand Press uses the standard reloading dies and is a nice thing to have at the range when doing load work-ups. I would not tease the weasles either, though.
 
FWIW there's already a reloading clause in the Illinois bill. Hopefully it's dead. (my guess that there's a template all these yahoo's are following for their bills as they're all pretty common)
