The DTIC database contains millions of pages of documents just like the one you found, both unclassified (some of which can be searched- go to
http://stinet.dtic.mil/ ) and classified (you have to be a registered user and on a secure network to get to those). Once upon a time in my past unclassified DTIC searches were free to .mil users who registered for accounts, as were copies of useful documents located through searches, which were (eventually) delivered in hard copy. Naturally all that has changed now, there are charges in place for many services that once were free from DTIC.
The Defense Technical Information Center (DTIC) is one of the oldest working computerized databases still being used on a daily basis. Poke around in it via the link above- you will enjoy it. And there is every chance that the project got no further than the report you linked... like thousands of others.
lpl/nc- who was using DTIC as an Army librarian years before there was any such thing as a public Internet- on a 300-baud accoustic coupler modem with a thermal printer... .
