As a CT resident, if one had legally manufactured their own personal firearm, before these new laws came into effect, that person wouldn't have been required to assign any serial number to that personal firearm.

The new law doesn't specify that such personally manufactured firearm needs to have a serial number assigned to it, correct?

So if a CT resident were to register the firearm as an AW, would it be reasonable to presume the DESPP would have no problem with no serial number?

It is never reasonable to assume anything with regard to a regulatory agency's application or enforcement of a law.

If one has the education, training and experience and is appropriately professionally qualified, and if he has done the necessary research, it might be possible for him to form a reasonable opinion regarding a regulatory agency's application or enforcement of a law.

If one absolutely has to know for sure, many regulatory agencies have procedures whereby a written, binding (on the agency) advisory opinion may be sought.
