In your opinion who makes the finest bespoke rifles?
Not value for money, not the most over the top custom work done as a one off.
But most prestigious
 
I've never held or shot one, but if by prestigious you mean the best known, then Holland & Holland wins hands down.

A friend showed me these guys. Don't know much about them but I'm guessing by their website it's custom, high quality and high dollar.

Holland & Holland isn't the only name in town. You'd be hard pressed to find anything finer than the best of London and Birmingham. Westley Richards, Purdey and a slew of others are still turning out fine guns. I handled the new Rigbys and they are mighty fine. Of course, there's also fine makers in Germany, Austria, Spain and Italy. Stateside, there are gunsmiths like Stephen Dodd Hughes that can produce anything your heart desires and plenty of master level engravers to scratch it up for you.
 
Any of the top makers in the London Gun Trade. Holland and Holland, etc. There's a reason they've been making bespoke guns for years. There are also collections of craftsman here in the states that make as beautiful a gun as has ever come out of London. But very rarely are there craftsman that build all of the rifle. Very often the custom metal work is done by one specialist and the wood done by another. From my experience, someone can be extremely good at lots of things, but to get to the finest, they almost have to be specialists, dedicated specifically to one craft.
