degrading primers?

Down here in the south east I'm hearing more and more about the soon to be use of degrading primers to limit ammo accumulation. I'm hearing it from the rural country folks that I work with, and I have heard it from folks from different states. Where are they getting this info? Has POTUS ever mentioned it? Some folks say it came straight from his mouth but I think it's just hear say. Anyone else ever hear anything about this?
