I have an old 20ga bolt action shotgun that I would like to dispose of. It is inoperable, I have no desire to repair it, and to me the stock isn't even worth firewood for the trouble to take the thing apart.

How do I dispose of this relic?

One man's trash is another man's treasure. We have ruptured barrels that we use as learning aids in hunter safety courses. Someone could probably use the bolt, magazine and possibly small parts from the gun, and they can be shipped for small cost. A nearby dealer might take it off your hands for a bit of store credit.

I read the ATF circular above and (gawd help me) began to laugh. *
(good grief Charley Brown)

Were it me (and I'm not you)
And I'm not a lawyer (worse yet not your lawyer)
I'd take a sledgehammer to the receiver and mangle it beyond any semblance of recovery

* but thank you Rust -- I needed that to start the day :p

The issue becomes more dire in jurisdictions seeking to impose a safe storage requirement on firearms owners. In such jurisdictions, one might be prosecuted for tossing a firearm in the trash or hanging on the wall.

That would be a potential issue if the gun were operable and a minor had access to it (assuming the OP's location, NM, is accurate). If an inoperable firearm is secured to a wall, he/she wouldn't be violating NM's safe storage law. https://www.nmlegis.gov/Sessions/23 Regular/bills/house/HB0009.html Could even weld a couple of attachment points/hooks directly to the gun so it literally couldn't be removed from the wall without tools.

Save it for the next local "gun buyback" event.

I have this Davis 32 ACP that basically was thrown into a deal for another pistol to get free shipping. I have about $30 into it. It functions fine, but I have no use for it. I have been saving it for a buyback but they never have them around here.

They have gun buy backs in some towns. Several old traders have made a nice profit from worthless junk. Makes the seller and buyer happy. Saves good guns Hopefully.

Sounds like a good candidate for a plugged muzzle safety lesson, a gun store I used to frequent had a wall display of guns with barrels that were plugged then shot causing the barrel to split and banana peel.

Which Davis? Derringer or semi?
