There are different "best scopes" for different levels of cost.
My personal point of limited returns is the $600 Leupold VX-R 3-9x40 Illuminated. It has a 30mm tube so it's very bright. The "target" turrets are easily adjustable, but flat to the scope body. The magnification could be higher, but for practical purposes I can identify and hit a golfball at 100 yards, and a prairie dog at 300, so not sure what more magnification would do for me other than show my hearbeat or whatever while shooting.

I love etched reticles and 30mm tubes, so if I had to spend less money ($300) it would be an SWFA SS 10x42 Milrad with this reticle:
