that angle is so the cartridge rim (or "rimless) can slide easily under the extractor during the controlled feed cycle.

I'm just trying to figure out why I'm having issues of not being able to close the bolt on a chambered round
Is the round being fed from the magazine or dropped into the top of the reciever and pushed forward?
 
Are you sure your dies size your brass correctly? I have dies for 53 different calibers and about a half dozen extra sets and I have found that about 1/4th of them had to have material removed from bottom of die in order to size the case correctly.
Just last week a buddy sent me his FL die and I took off .010" from the bottom and he says it now sizes the cases correctly. I have had to take off .018" to get a die to size a case correctly.

by sizing I don't mean squeezing in the base but bumping the shoulder back. If new factory rounds chamber fine and your resized doesn't is usually a telltale sign.
 
That looks like the classic Mauser style "controlled feed" extractor--cartridge from magazine under extractor to firing chamber.

The push feed mentioned above does allow you to drop a cartridge in the firing chamber and close the bolt easily, but extraction is theoretically weaker. Under stress you could short stroke a push feed and push a cartridge into the chamber without engaging the rim, retract the bolt leaving a round in the chamber, then try to feed a cartridge into an occupied chamber, jamming the gun.

By most accounts, dangerous game hunters prefer the controlled feed over the push feed for reliablity-under-stress reasons.

As Hummer 70 says dies may be slightly off or you may have an excessively tight chamber. Usually this can be overcome by resetting your size die slightly deeper so that you get a good cam-over of the press handle to shove the case shoulder back a bit more. I'v had one Ruger and 3 Savages that required a bit extra.
