Elk hunting in Oregon

A question for the masses:

I am an Oregon resident, who has hunted elk on a friend's property in the Coast Range. This year, I've invited along a friend who recently moved to the state (last September). He has not gotten an Oregon driver's license or officially established residency here. I've encouraged him to do so.

The cost difference between resident and non-resident fees for licenses and tags is substantial, to a point of making it not financially viable for him if he's strictly a non-resident. My question is this: If he gets a non-resident license, could he hunt on my friend's landowner preference tags? As far as I know, those tags can be filled by anyone, but I'm not sure if that is only true for residents. Can anyone help me figure this out?

I believe you are correct, because landowner tags are transferrable in Oregon and can be sold at whatever the Oregon landowner chooses to sell them for.
 
That's what I thought. I think I'll call Fish and Wildlife and confirm. Even if he just bought a non-resident license and then hunted on the landowner tag, it would cost him about double what it would cost me for the license and resident tag. But it would be about $140 for just the license for him instead of like $500 for the license and tag, which brings the economics of the situation back into reasonable territory.
