I was a State Boating enforcement officer on the water way. It most certainly is part of the intercostal system! The Chattahoochee River is classified as “navigable in fact” all the way to Columbus, Ga. The Flint River is only navigable to Bainbridge… The two rivers form the Applachicola below the Andrew’s Lock and dam. Which is operated by the Army Corps of Engineers/US Department of Transportation.

The Army Corps of Engineers manages a number of projects throughout the US.
The Apalachee-Chattahoochee-Flint River system is simply one of those and it does finally link to the Intracoastal waterway at its gulf end.

The Intracoastal Waterway does not utilize locks because it is part of the Atlantic Ocean and is basically the ocean between barrier islands and mainland. The history of the AIC and GIC is quite interesting, dating back to some 240 years.

My comment about looking up poll taxes was in reference to this post. There are a number of court rulings against taxes targeting a constitutional right. Colorado is currently inviting a long court battle with an 11% tax on guns and ammo. They will lose this one after wasting a lot of the tax payer's money.

Now I gotcha! Poll taxes were a tax on a Constitutional Right.

We have been paying 10-11% FEDERAL excise tax on guns and ammo since 1919 with few complaints. Probably because it is old and not publicized. You have to be careful, I know Shiloh, C. Sharps and I think CPA catalog prices do not include FET, although the mass production gun prices do.
