These ladies can't be faulted for shooting centre of mass. It takes time to realise that your shots are not incapacitating the aggressor, and it is likely that he shot them before they had time to appreciate this and adjust their target.
With regards to the pelvis, the areas that you have to shoot with a handgun to render the attacker immobile, are very small. You need to take out the femur or acetabulum, or possibly a lucky angled shot that disrupts most of one sacro-iliac joint. The iliac or femoral artery is a small target and the guy will be able to return fire even after you transect one of those.
However if that's the only viable target then that's what you have to go for.
