Felons and pre-1899 firearms, antiques, etc

I just came across this while reading about the Wisconsin state budget and other legislation:

Some legislator thought this was a good idea. Maybe it is, maybe it isn't, but that's not what I'm asking.

What is the applicable federal law about felons and domestic abusers possessing pre-1899 guns? Are they legally guns? It's my understanding no 4473 needs to be done on them, but I could be wrong as I don't have any or plan to collect any.

Answered my own question. Turned out to be easier to read the statutes myself and not have to rely on speculation.
