And RE IMR4895, it most certainly can be used in reduced loads. .30M2 ball for which this powder was milsped is basically a reduced 30-06 loading. H4895 has been tested and marketed by Hodgdon for this purpose, but although not exactly the same, they are quite similar in burn characteristics.

I’ve only made reduced loads using H4895 following Hodgdon’s published guidelines since that’s the only one they recommend.

Like everything in this reloading hobby, you can deviate from the manufacturer’s guidelines, however, when you do you are on your own, so to speak (and I find I’m alone quite a bit when working up loads for matches)

When it comes to H vs IMR, similar isn’t the same. That’s why there are separate loads published for both powders in every reloading manual.

Prudence should always be followed, especially when you’re not following the book.
 
This may go without saying but I’ll say it anyway

Make sure when you’re making reduced recoil loads that you use the H4895 and not the IMR4895. They aren’t the same powder and only one is recommended for reduced loads

Back when IMR 4895 was made in the USA by DuPont, there was a statement in their literature that IMR 4895 was suitable for loads as low as 3/5 of the maximum. Just what Hodgdon now advertises for H4895. A suspicious consumer might think that they promote H4895 versatility and not IMR4895 flexibility because they make more money on their own label.l
 
If you said what model #1 you have, I missed it. Mine is a #1V in 25-06. Take a look at this thread it may give you a way to improve groups.

My #1 was temperamental about how it was situated in the rest on the bench. Once I figured that out it became a one-holer. I will update the thread I linked you to next time I go to the range. It's been several years since I made the modification. It has held up well and I don't experience a difference in point of impact or group sizes. Mine walks a bit with barrel heating, down and to the right but that's only when I shoot consecutive rounds too quickly.
