flourescent lighting. powder scale problems

I had an accuracy problem like yours, but it wasn't caused by the lighting. My powder drum was erratic due to STATIC ELECTRICITY. Are you in a dry climate? Static in the powder could possibly affect the scale as well. If you wipe everything down with a fabric softener strip it might fix your problem, it did for me.
