Has anyone experimented with the position of a red dot sight further forward on the barrel, as in as close to the muzzle as you can get vs rearward all the way. Would it make an accuracy difference whether it is positioned over your hand vs way out at the end of the barrel?

Somewhere between the trigger guard and muzzle is the standard place for the frame-mounted optics on USPSA open guns. For instance: IMG_E0930.JPG

Impact on accuracy should be basically nil... finding the dot at speed would get harder as you pushed the dot out further and further towards the muzzle. If you wanted to increase the absolute sighting precision, you could just go to a smaller MOA dot.

It really shouldn't, in terms of accuracy. I think it will mostly be about what position lets you find the dot quickly and keep the dot in the window while it recoils.

If you think about it your "eye relief" is already unlimited, and it's already a variable length of ~25" (average Male's arm length) so what difference does another 1-2" of variability make?
