(4)(a) At the time of applying for the purchase of a firearm, the
2 ((purchaser)) applicant shall ((sign and deliver to the dealer an
3 application containing)) provide the firearm dealer the application
4 information necessary to submit the background check to the
5 Washington state patrol background check system, including:
6 (i) ((His or her)) The applicant's full name, residential
7 address, date and place of birth, race, and gender;
(ii) The date and hour of the application;8
9 (iii) The applicant's driver's license number or state
identification card number;10
11 (iv) The identification number of the applicant's permit to
12 purchase firearms;

13 (v) A description of the firearm including the make, model,
14 caliber and if available the manufacturer's number ((if available at
15 the time of applying for the purchase of the firearm. If the
16 manufacturer's number is not available at the time of applying for
17 the purchase of a firearm, the application may be processed, but
18 delivery of the firearm to the purchaser may not occur unless the
19 manufacturer's number is recorded on the application by the dealer
20 and transmitted to the Washington state patrol firearms background
check program)); and21
22 (((v))) (vi) A statement that the ((purchaser)) applicant is
23 eligible to purchase and possess a firearm under state and federal
law.

Sadly that's what the future will look like. All I see is Red States turning Blue nothing in reverse.
 
Sadly, we are so screwed in Washington state.

We soon will have to pay for a permit to pay for a firearm.

No infrastructure in place. The bill places the onus on the Washington State Patrol for administrative stuff, but there's no apparent funding nor plan for how this will all work.

The bill does not specify who will certify the training required to obtain a permit to purchase,

A live fire requirement is part of the bill. No carve-out for prior/retired military or law enforcement -- only those active.

We have many counties up here that don't have any commercial ranges. What commercial instruction is available tends to be pricey.
 
Tennessee once had application for permission to purchase a handgun with up to 15 days for the chief of police or county sheriff to do a background check and approve/disapprove. That was done away with the the state TICS and federal NICS instant check system.

The handgun purchase permit law actually made it easier for everyone to find handguns for sale on the "non-commercial acquisition" market.

Washington state requirements for permits with without funding or infrastructure sounds like the federal system for nonviolent felons to petition to get their gun rights restored: an office deliberately unfunded.
 
All of this is a pattern for what's coming next year in Virginia. The issue is not whether there will be an AWB (that's a foregone conclusion), but whether it will allow grandfathering, or not.
 
Pretty much the procedure in NYS. Actually it works pretty quickly in more gun friendly counties (forget NYC and close by). Send it the forms and get the permission in a week. At major guns shows, they were have county reps to do it right there. If you go down to the county office, you can get approved and then go back to the gun store. Not suggesting I support such but this is how it works here. Got to fill out a form for a check to buy ammo also. Keeps the streets safe until Scotus comes down their stairs with the Golden Tablet of RKBA freedom (haha!).

I would be ok with this system (heresy!!!) if the locale bans, AWB and mag bans were lifted. It is annoying but given the hell we are going through trying to deal with DMV license restrictions for health reasons - this is child's play.

It would be a silver lining if the state walked back their ban on almost all centerfire semi-auto rifles, 2 week mandatory waiting period, magazine restrictions, and other such nonsense,
but you know that will never happen.
Always more, never less.

I write my state reps (one GOP, one Dem) and state senator (Dem) religiously (and attend hearings in the Capitol in person).

Here's the text of the e-mail I just got back from my Dem rep (who says he supports the 2nd Amendment):

Good afternoon, Will,

Thank you for reaching out to me on this issue, I appreciate hearing from you, respect your views, and thanks for your patience.

I have voted differently than my party on many votes this session in line with the views of our district. I’m against taxing ammunition, and against requiring insurance to own a firearm. On this bill, I voted with Republicans to exempt veterans and active-duty military from this bill, and unfortunately, those amendments did not pass. However, I was in Scouts growing up and learned how to shoot a gun and use it safely. I view this regulation as being similar to background checks, it has been passed in other states and upheld in Courts.

At a baseline I think that it is right to make sure folks purchasing firearms know how to use them, I trust the market to respond with ways to obtain the license, which are all reasons I voted for the bill. Ultimately, I believe that a majority of our district prioritizes safety, and I respect the fact that we may disagree on the ability of this bill to do that.

In my opinion this is why we fight everytime someone suggests training in order to carry a firearm eventually you end up with this gravelling to someone who panders saying I shot a rifle in scouts this is absolutely infringing.
