Glock 20 and 21 frame the same?

I have an older Glock 20 and a newer Glock 21.

I really like the 10mm more and was wanting to know if I could just switch that upper to the new frame with the rail and finger grooves.

Are there any issues with doing that?

Also, is Glock still "upgrading" frames in that they will exchange an older frame for a new one at a cost? If so, what is the cost these days?

I believe they are the same but I suspect there may be some small differences. Try Glock Talk. I'm sure someone has tried it.
 
I am pretty sure they are the same, but note that you technically need to replace the ejector (which is mounted in the frame).

I run a 40/10mm upper on my 21SF frame no problem.
 
I own both and can swap out slides and magazines. Have not tried shooting them that way but the parts do fit.
