Is XX magnification on 1 scope the same as on another scope?

For example: I got a centerpoint 4-16x-40mm scope with AO and a Bushnell 8x-21mm Binocular.

Both @ 8x and the binocular is closer and the clarity is better. Must be the cheap scope huh? This must be the difference between a cheap scope and an expensive scope such as Burris/nikon/etc
 
those centerpoints have been nothing but trouble for me

id try and replace the scope mine never was clear never held zero and cost me 70 bux in learning experience

no.

and it can even vary with two different scopes of the same model. which is part of the reason properly working homemade 'big eyes' are so cool.
