Friend has this rifle, not sure of caliber or make. Anyone know what it is?

Doesn't look so bad to me. Lots of cheap milsurp rifles are sporterized cheaply.

Stock sure looks like the Type 38. Probably 6.5mm.

See this http://world.guns.ru/rifle/rfl22-e.htm and look at the types 30, 38, 40 and 99 carefully. Kinda looks like it could be a 38, doesn't it?
 
There are no markings stamped on the barrel in english? It may have been rechambered to 257 Roberts or 30-06. If it's a 30-06 it would be good for shooting Mil-surp ammo, Fortunatly the early production jap action is one of the strongest in the world. late war production can be very dangerous so have it checked before shooting. The original 6.5 or 7.7 Jap ammo is extinct unless you can find old Norma brass and used dies for reloading.
 
Yeah probably a Type 38. I found a Type 99 (minus the bolt) a couple weeks ago in a pile of junk at a relatives house. These Arisakas are really cool guns, I like mine a lot. Mine is rechambered in .30-06. Haven't shot it yet but the sights seem good and it's a well-balanced rifle.
