Well, that would need a 12VDC power supply (humping heavy battery out might not be horrible).
Trolling motor would not have a convenient socket drive to fit that pulley nicely.
OP might be fine with machining a suitable fitting, though.

A speed control would make it more interesting, and I have to have a 12v battery out there anyway when I use my trap thrower... hmmm....
