The new WASRs do indeed have Romanian-manufactured chrome-lined barrels. The build quality is a lot better than in the past. Yes, there's still the occasional canted sight block, but this is much rarer nowadays. They're pretty nice rifles, and my underfolder is solid and surprisingly accurate. My advice is to order from a reputable place like AIM Surplus, though. They inspect their rifles to ensure you don't get one with obvious flaws. I'd put in the special instructions to check it for a canted sight block just to be safe, but if you order from AIM, you'll get a good one.
I have the benefit of living in Arizona, and J&G Sales in Prescott is only a 90-minute drive for me. They carry pretty much the same things AIM does, and I can go up there and personally inspect the rifle I'm buying.
