    Is that some sort of scope cover on the receiver?

    its the L85a2 with covers on the guards like putting unnecessary covers on them for reasons best known to wooden tops:D
    The British army does not use drill weapons it drills with the weapon it goes to war with.
    it the means taking the gripod off piccantiny rails etc then you do it not like your being ceremonial one hour then advancing to contact then next.
    does mean when we get a new rifle sometime in 2020 the guards will spend more time than reasonable working out how to march up and down smartly with it :D
