If the government shuts down, will NICS be down also?

the way I understand it, and I am NOT a lawyer (thank you Lord!) NICS has 5 days to respond. No response equals a "proceed".

IF they were to shut down for some reason (this ain't it) it would become essentially like a 5 day waiting period.

I am not sure that is how I think it would work. I believe NICS has 5 days to response, starting from the time they receive the request for the check. If they are shut down, then they do not receive the request until they reopen.
 
If you have a concealed carry permit, you do not have to do the NICS.

Not everywhere. In Florida, they still run a background check, but a FL CWP does allow you to skip out on the waiting period for handguns.

I don't think they will be answering the phones. Only field agents will show up for work. The rest will enjoy a extra paid vacation for the duration, just like last time.

Despite what Beck, Limbaugh, Hannity et say very few federal employees are clerical workers these days. Clerical and administrative positions were contracted out under Billy Clinton. And there unions with a few exceptions do not collective bargain.

Most Feds are in professional positions ie air traffic controller, contract administrator, intell analyst, security specialist, accountant, auditor, lawyer etc. Your average Wal Mart employee doesnt have the skill set to be a Fed despite what Limbaugh says.

If you need a security clearance or a CAC card the investigations for those positions will stop if the govt is shutdown as well the adjudication your case.

Pols on both sides need to act like adults not 13yo girls.

Looks like the shutdown may get a 2 week delay. Not sure where HSO gets his info he may be right but I ask family member who works for the FBI. NICS is not essential. FBI and DOJ have too many other essential tasks to fund ie donut eating and range time. Remember in the FBI SAS come first always.
