IJ Revolver identify

I have a friend's Iver Johnson revolver and ordered the parts I need from numrich but they are wrong the top strap states model 1900 IJtarget model but when I ordered 1900 parts they were tiny is this really a double 9 it holds 9 rounds , serial number 15148.
