I would just get a cheap nylon holster with a flat surface on one side and put one some double sided tape with some velcro attached to wherever you want the gun to end up.

I drive a soft jeep and had to "redneck" fix the top when the factory velcro wouldnt stick, Its been through heavy rain, recently in december snow, and hot Texas days , hasnt messed up at all and keep in mind this is the out side of the vehicle, Im sure the inside wont be bad at all.

I have a zipper pocket sewn into the seat of my truck. There is a flap that that covers it which was already part of the seat. Right now, there is a Kel-tec pf9 in it.

that sounds like itd work well to, given the size of the gun he wants to conceal, I carry a small axe in the side of my seat.

Stick it on with Goop or ShoeGoo. Both are very strong.
