Just an opinion but that looks to me like a reloader wrote that; a case does not have head space and reloaders should have been able to determine the length of the chamber with the Wilson case gage ever since 1954 if they measured before firing and again after firing and again after sizing. One thing I do find interesting is the part about:

And no one has said anything about the use of the word gage. My Machineries' hand book from about 1912 plus or minus 4 years used the word gage and has been consistent with the word gage ever since. Same with all of my Starrett data books and catalogs going back to 1920.
