Is a Laser deadly force?

No.

Suggests a followup queston: Does assaultive use of a laser justify lethal force in response?

If it is powerful enough to permanently blind a person, assaultive use of a laser to blind very well may be considered "greivous bodily harm" justifying lethal force in self defense.

If I were aiming a laser to blind someone, I would accept that lethal force could justifiably be used to stop me by the target or by concerned bystanders. Which is why I don't do it.

The fact of a "declared riot" would not be meaningful.

One more time--for the used of deadly force to be lawful, the actor would have to have a basis for a reasonable belief that all of the requirements for justification exist.

We'll see if we end up testing any of this legal theory in court, (hope not, because that means someone is either blind or dead), and I will continue to stay away from demonstrations, riots and Democrat controlled big cities.
