Is my scope damaged?

I acquired a used variable power scope recently via EvilBay. Upon arrival, I notice the scope ring marks can actually be felt with the finger. Not sure if I can actually see a dent with my eyes, but it can be felt. Also, this scope's objective power ring is pretty hard to turn. I'ts a Nikon Monarch if it matters. I'll see if the seller will accept a return, but since it was a good deal thougth I'd get some THR opinions first.
How come none of my old scopes have these heinous ring marks?

I'm missing something about the "scope ring marks". could you be more specific what these are? I have an old Weaver variable 3-9 which I sent back to Weaver for complete refurbishing, and the ring which adjusts the power does require some finger pressure to turn, but not so as to be uncomfortable. Nikon, I am told, makes its own lenses (not sure about current glasses and scopes) and are considered one of the better manufacturers.

Maybe, maybe not. Chances are the scope ring marks are just cosmetic blemishes on the scope tube from where the original scope rings were. The tight power ring adjustment may be a totally separate item. Have seen some new variable power scopes whose power adjustment rings are tight. You could return it if possible or just try it and see. Don't know what Nikon's warranty is but if it were a Leupold you could send it back to factory for prompt correction of any problems. I actually got the guy to take the scope back. More than likely he used cheap rings and really torqued 'em down. If you get a good deal on evilBay, it's often too good to be true!
