is safe to reuse unshot primers?

Absolutely. Alternatively, you could have removed your decapping pin from your sizing die so the primers are not removed when sizing.

I some times have to pull bullets and/or remove primers. When I have to, I just keep them until I have enough to load 20 or so rounds. For these rounds I would use one of my lower charges, mixed cases, pulled bullets and then the mixed primers.

Makes for some good plinking rounds with the possibility of a failed to fire.

In one case I even tested some of these rounds from a rest and the grouping wasn't bad at all.

I was fixing to load for my .357 using 2400 powder and in looking over some notes realized that Alliant doesn't recommend magnum primers for use with 2400. My empty cases already had magnum primers in them so I just knocked them out and reprimed with standard small pistol primers. I reinserted my magnum primer back into their primer case and have no hesitation about using the magnum primers again.

Same here, had confidence enough I used them in some ammo intended for F Class. My son placed well shooting them.

Not with a safe load they won't. They don't have room to be pushed out by the pressure exerted on them, or primers would never stay in cases, new or reused.

Primers "blow" out from over pressure loads that bursts the cup at the edge, or the center where the firing pin hole would be, or worse, expand the case head, or even worse, blow the case head.

Yes, they can be reused. No, they shouldn't blow out even though they are slightly resized. That said I generally don't bother to reuse them. I would if I absolutely had to but I just use new primers. My thinking is that 100 primers cost about $3.00 and for three bucks I will just replace them with new. While the odds are the removed primers will detonate fine when I look at the cost I normally won't run the risk. However, there is absolutely nothing wrong with reusing primers that were carefully removed and not damaged. I simply choose to discard them.

I'll reuse the odd live primer that I decap for whatever reason.

Just be sure to check that the anvil is still in it before you do.
