Because it would effect the round's BC, I was wondering if anyone knows whether or not Winchester's M193 copy, the Q3131 5.56mm 55 grain FMJ is a spitzer bullet, or a boat tail bullet?

Well, I haven't pulled one to look but if it is a faithful M193 knockoff the answer is both.
It is a boattail spitzer. The boattail is the back end, the spitzer is the front end.

It is a FMJ/BT, which by definition is a spitser bt. Spitser(however it is spelled) means "pointed".
