Is this a bedding issue

My nephew owns a Ruger American in .308 Win. It shot a string of test loads with varying loads that climbed but printed two different distinct places. A person on another website said that it might be a bedding issue. Is he right? Please look at the attahed photo.

I've owned two SKSes over the years and both did the same thing: two halfway decent groups in one sitting, several inches apart. Brownell's Acraglas cured them both, and afterwards both could shoot into the 9 ring reliably.
 
EXTREMELY unlikely to be a bedding issue.

As stated in your other thread about the exact same topic, it's EXTREMELY likely to be a shooter induced error.
