An FFL can ask you anything they want to.
You don't have to answer any of their questions that you don't want to answer.
They don't have to sell to you if they don't want to.
A solid FFL will do this if they smell a possible straw purchase, or if a frequent purchase seems to be routinely buying for resale without an FFL . FFLs are specifially allowed to deny business to anyone for any reson because of the many restrictions on ownership..

Montana legalized recreational use of MJ a couple/few years ago, no card or anything required. That doesn't change any federal codes but I suppose it eliminates a paper trail. NOTE: I don't use MJ and I've never purchased it from a dispensary so I have no idea what ID and record keeping requirements they may have.
