Israeli Magazine Holder (Civilians/Off-Duty Military)?

What is the magazine holding device I see in pictures of civilian (?) or more likely off-duty Israeli soldiers? It looks like it inserts into the magazine well and holds a loaded magazine at a 90 degree angle. I assume the soldier simply drops the magazine-holder, rotates 90 degrees, and inserts the live magazine should trouble appear?
 
I think what you're talking about is a clip that holds two magazines in a subgun. One magazine is in the weapon. When that's done you eject it, rotate 90 degrees, and insert the other magazine.

The same concept as taping magazines together end to end. That could be unwieldy with a 30 rd subgun magazine as they are longer. Also useful if you have to grab the gun quick as you have a reload available.

I imagine they came up with this because of the Uzi, since the mag in the grip means the usual side by side holder won't work. They also use them for M16s, but probably because the design is what's familiar from the Uzi.
 
They are a way to carry a loaded mag on the gun without the gun being "loaded".

I have a couple of these, and they work well with GI type mags, but dont work with my MagPul's......

I prefer the first type as they keep the rounds upright, and are quick to load. They dont change the balance of the gun so much either. They do get in the way if you like to carry the gun with your hand wrapped around the mag well though.

Zahal is in Israel, and are a good company to deal with. Takes a little longer to get stuff, but not bad at all really.
