ISSC M22 issues

A buddy asked me to see if I could figure out why his newly acquired .22 was a jam-o-matic. I took it apart and was appalled at the amount of thick goo and grease in it and figured that was the issue. I cleaned everything, even taking the bolt apart. Put it all back together and the first mag I ran was Federals at 1260fps and it would not cycle enough on most of them to cock the hammer.
I ran another mag of Remingtons at 1280fps and only had one jam, and it was a failure to fully feed.
Overall the pistol doesn't have much wear. My buddy just got it and knows no history on it. I'm kinda figuring that it had issue from the very start and that is why someone got rid of it.
Any suggestions?
Does this pistol just need higher amped ammo? It got dark on me so I didn't get to shoot anymore with it so I don't really know if that extra 20fps is really making a difference or not.

At this point, this looks like more of a general question, so I’m going to move it to Autoloaders. If it needs to be moved back, just let me or another mod know.
 
I have no experience with them, but thought I recalled that they resembled Glock pistols at a time Glock did not make a rimfire. They are made in Austria, and European ammo is generally loaded a bit hotter than US ammo. Many, such as the Walther P22, seem to prefer zippier loads, and on the ISSC website I see that high velocity ammunition is recommended. https://issc.at/show/m22-gen2-sd/. CCI mini-mags may help the issue, and he can try velocitors or other extra-high velocity ammo if the mini-mags don't cut it. With any luck, it will free up a bit once cycled a few hundred times.
 
There are a lot of .22 caliber guns on the used market that were originally acquired during ammunition shortages and never got broken in. I've broken in a few of them myself. Maybe that's the case with this one.
 
I owned an ISSC M22 for a short time a few years back. Bottom line, after trying a few hundred rounds of various types of 22 (mini-mags, stingers, Golden Boolitz, Federal bulk, Blazer - didn't matter), it remained a jam-o-matic. It remains the most unreliable pistol I have ever owned. I was more than happy to get rid of it. I hope you can get yours running reliably and it serves you well.
 
Hey guys, just an update on this in case it may help someone else. I seen my buddy yesterday and asked him if he has shot this pistol and he said he had, a few hundred rounds and it had not jammed one time with some amped up ammo. He couldn't remember what he was using but said it was approx 1600+ fps.
So a good cleaning and strong enough ammo to cycle it and he is off to the races.
