I'm passing along a reminder I received from one of my LGS' today regarding changes to private gun sales in Illinois that as of January 1 all sales need to go through a FFL. I'll still advertise guns I want to sell on Armslist, etc., but instead of running the buyers FOID and meeting them 72 hours later we'll have to meet at an FFL and do the transaction through them.

I thought that was part of the not yet passed "fix the foid" law that is being pushed. Can you verify? Nothing on ISP or ISRA websites about it.

That's all folks!

Looks like his LGS needs business. Should be plenty to go around as about half of the FFL holders haven't joined in on Illinois draconian second license scam.

I’ll be back at that LGS on Friday and will talk to them and will also confirm with the ISRA.

Would it not be legal for two residents to leave the state to another state where private sales are legal and then come back home?

Does this new law include transfer among family members?

^^^ That MIGHT work, but probably only after a lengthy, and costly court battle. Then again, it might not.

I apologize. It looks like I have some egg on my face as I passed on bad information from the LGS. I spoke with the ISRA just now and that change in law was a proposal but it did not pass. Person to person sales are unchanged.

Thank you. Lots of misinformation available out there. I work in a LGS so was shocked to see your original post. We keep up on it all and had heard nothing
Believe some of what you see and little of what you hear. Except on the internet as Abe Lincoln said it was all truthful there.

Is there any verbiage in the new restriction about heirloom pieces? I just don't understand Illinois. Don't they know that they are surrounded?

Firearms are firearms. The law regarding transfers right now only specifies that the transfer or has to check validity of transferees FOID before delivery, receive a transfer number and wait three days to deliver. (In our great state it includes firearms, black powder arms and replicas as well as air guns over .177 cal or above 700 fps.

i was just talking to my father about this. I told him that I consider our guns to already be my kids just for this reason. I’m a bit unclear how it would work if my firearms were willed to my kids. How would the state of Illinois handle willed items, especially if they were bought way before now. My grandfathers squirrel rifle (Remington bolt 22) from 1940 doesn’t even have a serial number. Would the FFL be made to draw a state promulgated serial number and etch it into the receiver?

Also, what is FOID?

There is no FFL involvement as of now. NSN in your records means "no serial number".
I don't want to make suggestive suggestions but who knows when you gave guns to in state relatives. Keep records for ten years.

FOID, firearms owner identification, is a card issued only in Illinois to show you have paid an unconstitutional fee to exercise your constitutional right to own/possess a firearm. Unique to Illinois. My earlier responses relate only to Il.

I thought it said all private sales have to now go through an FFL.

Does the FOID card expire?

Sounds like a Registration of sorts. Wow...
Registration of gun owners. There is an additional new thing, unconstitutional as hell, that requires dealers to photocopy the buyer of a handguns foid, list the serial, etc and the price paid plus the buyer has to state the intended use. I put "long range varminting" for my G43.

Be sure to pass that along to all the criminals, drug dealers, gang banger, ect.

They have the same stupid crap here in NM and no ones enforcing it. The sheriff here watched private firearms sales happen between individuals at the last gun show and did exactly what he should have. Nothing.

I will answer no more questions on this. It is moot. No new law yet. Existing laws prevail. They all suck.

I said that based on what my LGS told me, but that was incorrect. We can still do person to person sales here, and we need to run the buyer’s FOID through the state police website and wait 72 hours.
