And later figures out how to deactivate them without exploding them. And it goes into the various repercusions of the government having this capability. A fun read.

Ah, a world without guns. Sounds like bliss-ninny paradise. Of course the world was gunless in the 14th century and the murder rate in Europe was about 25 per 100,000 persons, as opposed to today's rate of approx. 1-3 per 100,000.
Firearms also enabled civilised, agrarian, trade-based cultures to prevail over warrior, raiding cultures like the Vikings or Huns.

I think it would be great if we could destroy all the bombs and guns in the world. Problem is once possessed it is a bad idea to ask the ones who play by the rules to give them up because then only the dishonest ones will have them. That makes the playing field unequal and puts the others at the mercy of the evil doers.

It's hard to put the lid back on Pandora's box.

Tactical weapons like ICBMs

Yep, I carry one around in my assault wheelbarrow. I've got a great big rubber band attached so I can fire it like a big slingshot. Gonna hafta get new soles on my mall ninja boots, though, 'cuz it's hard pullin' it back so's it'll shoot far enough to keep from peeling the duct tape off my ceramic plate armor as I'm running for cover.

This "wave form of energy" would most likely destroy amino acids or nitrates in your body, destroying all life in the irradiated area. It just doesn't make sense to me.

If anything like that was used, the new fire-arms would be coil guns/rail guns and use magnetics and electricity instead of a exploding powder.

You could store way more ammo and have magazines which you could just plug in and recharge.
