308 should be fine to 700 yds, and should be cheaper to shoot and hurt less. Are you going to reload or just buy Match grade Ammo (as surplus won't be driving any tacks at 700 yds)?
 
The cheapest Federal .308 is $10.97 at Wal Mart. The cheapest Federal .300 Win Mag is $13.something at Wal Mart.

As long as you're shooting a precision bolt gun the price shouldn't be an issue.
 
or take a 243, and make it into a 6.5 swede, and smoke em all, and still get cheaper ammo, even cheaper than 308 , right now.
 
not sure if you're looking to reload or buy factory ammo, but my 308 works great out to 1000yd. i had some issues with a bad bullet choice, but i think that's corrected now and i should be able to hold 1MOA or less. 100yd testing held 0.5MOA with 168s, just not enough there to handle distances much beyond 800yd. the 308 has LOTS of available factory match ammo.
 
My father took a moose with a .308 win 180 grain round. So its possible. That being said, shot placement becomes more important.

.30-06 with a 200-220 grain bullet is better, and perfectly suitable for the job.

I would suggest you further define exactly what you intend to do with this rifle. First, you said you wanted a rifle for shooting at 700 yards, now you're talking about hunting moose. Personally, I would not use the same rifle for both things.

I'd go with .30-06, but that's a long action cartridge. Somebody mentioned 6.5x55 being long action... I'd just stick with .30caliber. Get an 03A3 if that's possible and handload a match round for it for the long range stuff. Handload a good accurate softpoint hunting round for it that'll be good for the 250yd battlesight zero. That's my opinion. But the OP said he wants to build up a Rem.700 and they made those in long action, so, I'd say go for that.

260 has ballistics superior to 208

Who's making a 208?:D
