Maryland - CCW Bills introduced

There are two bills that are pro-CCW pending before the General Assembly. We are rightfully expending lots of effort on defeating the AWB, but we have several dedicated pro-2nd legislators who are exerting lots of effort on our behalf to get Shall Issue legislation passed here.

If we expect their support in the future, we MUST be active in supporting their bills. Just as we pick at the anti-gunners for not being able to raise numbers in favor of the AWB, our friends in the General Assembly will suffer the same humiliation if we don't back them up.

This is the holy grail or pro-gun legislation and we must keep the heat on if we ever expect to see it passed.

Synopsis:

Repealing the requirement that a person have a good and substantial reason for wearing, carrying, or transporting a handgun before receiving a permit to wear, carry, or transport a handgun; requiring the Secretary of State Police to charge for a specified purpose a fee payable when an application is filed for a handgun; and requiring the Governor to appropriate specified funds to programs to combat criminal gang violence.

So, the real question....

Do we have a chance with this thing??? Seems like there are a decent amount of sponsors (dont know how many it takes for it to pass).

Please someone, tell me the news is good.

Hypothetically speaking, I'd rather have CCW than "Assault Weapons" (but of course am not willing to compromise on either).

The bill has as much chance in proportion to the amount of effort that we expend supporting it.

Is attaining CCW in MD going to be easy? No...no one pretends that it will be an easy fight. However, if we do not support these legislators who are literally risking their political necks to put these bills up on our behalf, we lose all credibility.

There are many people in MD who keep saying "the time isn't right", "we need to change the makeup of the legislator", etc and while they raise some good points, the bottom line is that those perfect set of circumstances are never going to happen.

We are gradually garnering support for the CCW bills from within the existing power structure in the General Assembly. Will it ever pass in our lifetimes? HellifIknow......but what I do know is that if we refuse to put out pro-gun bills because we fear it not passing or fear pissing off people, the anti-gun people have already beaten us.

I can't answer that with authority, but I will guess that it's because the State Police has asked for some sort of guidelines with which to determine "Good and Substantial" and this is more of an administrative type fix.

I don't care if it goes through the social committee......I'm supporting it

I read in the Gen Assembly website that some bills may have to get a special exemption by the Rules Comittee before they can be heard.

This commonly seems to happen if the bills are filed after some sort of administrative deadline, the purpose for which is to get all the bills in the hopper so there is time to review them before the 90-day session is over. Garagiola's 2004 "assault weapon tax" bill had that happen to it, where it died at the Rules Committee.

I do not know for sure if that is why the CCW bill is at the Rules Committee, but it's one explanation.

Those of us in PA wish all of you in MD well with this fight. I hope it passes and becomes law. If it does, I wonder if the law would apply to MD non-resident permits as well?
