Michigan AG opinion on handgun registration

It is my opinion, therefore, that a Michigan resident who holds a concealed pistol license issued by another state is exempt under subsection 12(1)(f), MCL 28.432(1)(f), of the Firearms Act from obtaining a license to purchase, carry, possess, or transport a pistol as required by section 2, MCL 28.422, but is not exempt from obtaining a concealed pistol license under section 5b, MCL 28.425b, of the Act, in order to carry a concealed pistol in Michigan.

If I interpret this opinion correctly, if a person who is a Michigan resident holds a Michigan CPL and a non-resident CPL from another state and purchases a handgun face to face from another Michigan resident, the purchaser does not need to fill out and submit an RI-060 to his local police? (Since the opinion is silent on purchasing a handgun, I would expect that a Michigan resident who holds an out of state CPL but does not hold a Michigan CPL would still first have to obtain an RI-060 from his local police before making a face to face handgun purchase from another Michigan resident.)

What happens when the non-resident out of state CPL expires and is not renewed? Does the owner have 10 days from the expiration to submit an RI-060 on all affected handguns?

I would be more than a little surprised if an FFL declines to fill out an RI-060 for a purchaser who meets the above criteria, regardless of this AG opinion.
 
If you are purchasing from a private seller and do not have a CPL you go to the police and get an RI-10 License to purchase. If you have a CPL you can download an RI-60 and fill it out. For purchases from an FFL he will fill out an RI-60 in either case. However if you have a CPL and an out of state non-resident permit you don't have to turn in the RI-60 to your local cop shop for registration of your hand gun.

Under Mi law the only penalty for not turning in the registration is a civil infraction with a fine of $250.00
 
License to purchase, and a lot of ifs in the law. I feel for ya.
Our law here is form 4473 if ffl dealer is involved. Private sales, bring cash.
