Mini-14 Scope Rings

I've been having some problems installing a new scope on my Mini-14. Using the Ruger rings that came with the gun I put on a little Tasco 3-9x32 scope. The only problem is that one screw on the rear ring wont go all the way down. Do I need to revert to power tools here?

P.S. This is my first attempt of putting on a scope.

You could chase the threads with the appropriate size tap or you could contact Ruger and see what they suggest. They are known to be very good about making good on problems with their products.
