There are many flashlight baton caps on the market that add 2-3 inches to the collapsible baton base and are probably pretty effective flashlights. I want one that adds at most half an inch and does not have to be an effective light at all. It is not even required that it light up at all but that would be nice. If it flares wider from the shaft and has a large window area and reflector even better. The more "flashlighty" the better

It should screw into the end of a ASP Lever Lock Agent baton and match the gloss black finish.

Flashlight cap for an ASP Agent? That's going to be hard to find. They're designed it to be minimalist and the threads are probably different than the standard threading used in the full sized batons.

Would I be correct that you are no so much looking for a light as a "disguise" for your baton so that it looks like a normal flashlight?

Yes. Mine is black not Ni, BTW.

There are several real 3 lights that fit the Agent but that is not what I am looking for. I'm looking for a flash light head sticking from the top of my jean's pocket, not a smooth cap.

I found one. It was $16 knockoff of the ASP Tactical Light. It did not fit the smaller format baton but the ID of the light head on the flashlight matched the OD of the baton. 1 layer of electrical tape allowed the thread to "bite" and the cap is on very tightly. I now have a non-functional flashlight head on my baton where it sticks out of my jeans. It's a pretty good light with a rechargable Li-ion battery and charger included if I want to reassemble it.

This is what I ordered but it does not match the picture at all: http://www.tbotech.com/police-baton-light.htm
The LED houseing (what I attached to my baton) is a litter bigger, not fluted, and an little longer. On my baton is flares slightly and looks much more like you'd expect form a flashlight.
