Or at least that's the upshot of the ruling from Ramsey County District Court Judge John Finley that the state's two-year-old concealed carry law is unconstitutional, because it was enacted with an unrelated provision. (Minnesota law restricts legislation to a single topic.) At least 20,000 and perhaps more than 30,000 Minnesotans have obtained licenses for concealed pistols, and the state's attorney general ought to move hastily for a stay of Finley's decision so these law-abiding citizens are not entrapped by an ex post facto law change.
