Mirror zero scope

Did mirror zero on two scopes. Cross hairs lined up great but, both elevation adjustments are at the low stop. What am I doing wrong? HELP!
 
I’ve never heard of using a mirror to zero a scope. I have heard of using a mirror to optically center a scope before mounting. It’s the method I use in lieu of counting clicks.

Sorry, my bad. I am trying to do optically center.
 
Take a cardboard box, remove the lid, cut a V in the side closest to you and opposite. Set scope into V notches and rotate, if the crosshair intersection point moves around in a circle (left, above/below, right and back to original location) as you rotate it, it’s not in the center.
 
Unless you're using windage adjustable mounts centering the crosshairs serves no purpose. Bore sight it and go shoot it.

As counter point for the OP, I typically have not boresighted a rifle in several years. I optically center the scope, mount, dial up 1mil or 3.5moa for the sum of gravitational drop at 100yrds and the optic height above bore, shoot one shot at 50 to confirm, then shoot at 100yrds to dial in. If exists a significant deviation in manufacturing, that process reveals it, otherwise, two eyes pointing the same direction should see the same thing.

Boresighting does work, but a guy can shoot themselves in the foot (figuratively) by boresighting at short ranges. Guys shoot the cables every month at the 100yrd indoor I memeber with because they boresight their AR’s on a target 15ft across their kitchen, meaning their optic is GROSSLY maladjusted, and will end up sending rounds exceptionally high.
 
I have routinely bore sighted bolt action rifles at 100 yards and been on paper (8.5X11) no problem.

Mount the scope on a straight action with straight rails or mounts with at least good rings, and there won't be an issue.

Wow, I guess so. :)

You can bore sight an AR at 100 from the bench, it's just a little tougher to do.
 
I've always removed the bolt and using a bench rest looked down the bore at the target and then the scope, fire one round then adjust the scope to the hole in the target. I also use my garage corner (about 100ft) to verify the scope crosshair is plumb.
When I took 3 new rifles to the CMP last year they were all in the 10 ring, a friends rifles that he used a laser to bore site was on target but not in the 10 ring.
