Moving From WI to IL

AS the title hints, I'm moving from WI to Stephenson County IL.

I'm not sure what to ask.
What's different?
Is it even legal to take my guns from home in my own car to relocate?

I've heard of a FOID, but don't really know what it is, or how to get one.
I reload my own ammo, what's different about being in IL.

Hondo, you have my sympathy on your pending move. But I have to wonder "Why?!?" esp. with the political and economic disaster we have here.

The FOID card is what is required to handle and/or purchase a gun and ammunition. Without one, stores are not even supposed to let you pick up a box of shells - of any kind!
The ISP is supposed to get the card (or denial) to you within 60 days. They are so swamped that it is taking longer than 90 days in some cases.
Whatever you do, do NOT conceal carry in Illinois on another state's permit. It is NOT allowed.
To get an Illinois permit, you must take a 16 hour course unless you are lucky enough to have an NRA Basic Pistol course already completed. Or prior military/police experience as these three will cut your coursework in half.
Then there is the non-refundable application fee. If you go the additional money (usu. about $50-80) for the "specialized" fingerprints, that is supposed to reduce the wait time by ~30 days (to ~90 days). No prints and they say they have 120 days.
IF you get an objection from the "local yokels" about your application, your timetable goes out the window. Here are some places where you can get more details:

If you do get a CCP in a "timely fashion", while this will be covered in your classes, just remember, here those "NO CARRY" signs have the force of law if they are the "legally compliant" signs. Some places DO put out non-compliant signs so you will need to be careful.

FOID cards used to be easy to get - a gun shop & range just outside Chicago I used to frequent had one issued to "Bowser Johnson" (complete with a picture of a Sheltie) pinned to the wall behind the counter. Get one of these ASAP and a lot of your potential firearm-related roadblocks go away.

Concealed carry permits - no idea. Unless you were elected as an alderman to the Chicago City Council, they simply didn't exist when I lived there.

You might check for additional county restrictions - Stephenson County should be far enough from Chicago that you'll be OK, but beware if you ever have occasion to approach Cook County.
 
Stephenson County is on the border with Wisconsin. Does your job require you to be a resident of Illinois?

Just get a foid card and keep your distance from cook County and you'll be fine. Do a bit of reading about the laws. Get your CCP.

Illinois requires you to purchase a FOID card from the state police to legally own firearms and ammunition. It is $10 and good for ten years and I think they no longer take paper applications. It has to be done online or over the phone. You need to have an Illinois DL or state ID card first. There are no nonresident FOID cards.I am told that the long backlogs that used to occur are a thing of the past and most people get their FOID cards within a few weeks of applying.

If you are a black powder shooter you will need a FOID to get black powder or Pyrodex.

You will need it to buy powder, and primers if you reload.

You will need it to buy ammo.

Illinois does not recognize the federal rules on antique firearms and muzzle loaders. If it can go bang, it is a firearm, regardless of age or how it is loaded.

Illinois also has some peculiar rules about airguns. Airguns that are over .18 caliber and shoot > 700 FPS are firearms.

72 hour waiting period for handguns and receivers. 24 hour waiting period for long guns. Must call in NICS check. Waiting period seems to start when you make the call. Waiting period applies to private sales.

After you get a FOID card you can go take the concealed carry training class and apply for a concealed carry license. I see it mostly as a license to leave a gun in your car when you go out since there are so many places you can't carry, so I never bothered to pay the $150 license fee plus the training cost. Generally the training is 16 hours but you can get credit for previous training. The training is controlled by the syllabus put together by each individual instructor.

There are no statewide bans on much of anything firearms related other than such things as dragon's breath ammo and other stuff few people really care about anyway. A few localities have some restrictions but state law bans any new restrictions.

No bans on number of firearms allowed or amount of ammo, although there are the normal fire code rules about amount of powder and primers allowed, but not all localities have enacted fire codes that would apply.

No full auto or short barreled shotguns.

You cannot buy a short barreled rifle but you can make and possess one after you go through the federal tax stamp routine. I think you have to have a C&R license to make the SBR. I am not sure if you had an existing taxed SBR if you could legally bring it here if you had a C&R license. It's a strange situation and you need to look very closely at what the law actually allows.

I am not 100% sure but I don't think there are any special restrictions on AOWs. probably you want to look closely at that if it applies to you and not rely on my potentially faulty understanding.
 
+1 on everything Ilbob said above. The FOID is the big deal must-have but ANYONE not disqualified from owning a firearm can get one. Our kids have had theirs since they were eight years old or so (with parental signature). IL is not nearly as bad to live in gun wise as many believe. You may have to do a little song and dance of sending your FOID card to vendors selling you reloading supplies and ammo and so on before you order. Most take a digital scan as acceptable or a clear digital pic of your card. Many of the state laws apart from the FOID with respect to guns are best described as quirky and irksome. Odd ammo types like flachette, bolo and grape shot are banned as is AP ammo (rifle and pistol, but m855 in 5.56 and m2 AP in .30/06 are exempt as ATF ruled them sporting cores and the IL law exempts ammo given such designation by ATF from the ban). Tracer and incendiary ammo is NOT banned here, but some out-of-state vendors may balk at you ordering things that THEY believe are illegal in IL. I have turned blue dealing with a few "I'm not shipping THAT to IL" dealers. I move on and spend my money elsewhere. Some gun regulations with respect to hunting are more restrictive in that rifle hunting for deer isn't allowed and there are specific policies in the IL DNR guides to be familiar with about carrying firearms in the field and so on. The one great thing about living in far Northwest IL is that Wisconsin is so close you end up going there for vacation getaways all the time. We have spent much time in lower Wisconsin with the kids. So on that note, welcome to the Land of Lincoln!
 
The last couple posts covered everything pretty well. The only thing I saw was that I have never had to show a FOID card to buy powder or primers. I think your only issue may be getting changed over to a IL. resident with the guns, getting things done in the right order stay legal. Go to the state police web site to get the rules on what is needed. I live down state so don't have to deal with Cook co, thats where the problem are.
 
Illinois isn't all that bad. It has some minor irritations, like that stupid FOID card, and not recognizing any other states carry permit, but hey! You will probably like the fact that all licence plate fees for cars are the same. ( $99 I think).. I just bought a new car and I would not want to pay what Iowa charges!

And they haven't banned Tannerite yet !!!! :rofl:(I am knocking on wood as I type this)
 
Nope, they sell it at Farm & Fleet stores and many gun shops stock it. Amazon will bring it to your door, too. I don't even think Cook County has got around to banning it....yet. Hope you have an easy move!
I haven't seen it at the local Farm & Fleet. Gander Mountain has it. Haven't seen it anywhere else but I know some of the gun shops have it.
 
Just remember, different stores have different policies.

Some Wal-Marts sell reloading supplies.
The local one? They look at you like you're from Neptune when you ask.
 
Hondo - much to my disgust, I just found out that new FOID cards must be done ONLINE! I had called a LGS and was told that they are not even allowed to help an applicant. I have an elderly neighbor who wants to get one - JIC - as a relative has a pistol the neighbor "inherited" but can't keep as they lack a FOID.
