Need a little help from you all...

I was at the local flea market and this ammo can followed me home, and inside was a few plastic ( abs?) Molded to fit, pieces that I haven't a clue what they are. They are made to fit this style of ammo can, that seems to be obvious..but who, what and why, I haven't a clue. Can you help a guy out and help solve this mystery?

You might look for evidence of the printing that was on it, they were all labeled if used by the .gov.

The printing on the can was painted over. I was able to read "30 cartridges 25mm linked". And as Atavar so nicely responded earlier " think explosive tipped ammo"....so these must be the racks, for individual, 25mm round storage in the PA125 ammo can.

There's clearance for the links, if only just.

Note the spacing on the rounds (those are 20x110, but the 25 is similar proportions).
They go in the box projectile down. And the shells are not necessarily HE, but can be a mix of ammo.
